For the Netherlands: To operate a boat longer than 15 meter, or a boat which can sail at speeds above 20 km / hr you need a license. This can either be the International Certificate of Competence (ICC), the Dutch Klein Vaarbewijs or a Yachtmaster certificate. Each license has two subtypes: inland (CEVNI) and coastal.
So even if you need a license in your own country but don't have one, you can operate a boat in the Netherlands as long as it's shorter than 15 meters and cannot go faster than 20 km / hr. (it's still smart to learn how to handle a boat!)
If you speak Dutch, the cheapest option is to sit the exams for the "Klein Vaarbewijs". This is however stricly theoretical, so it's a good idea to book a practical course as well. (but you will only get an ICC if you are a Dutch resident)
Who can get an ICC through AquaPlanning:
1. British nationals or residents
2. If you have a passport from a non-EC (UNECE) country (starting January 2011!)

Please note that AquaPlanning is the only center in The Netherlands that can test for ICC + CEVNI, both for PWC & Power, up to 24 meters!
